Though of course unlike Laguna's failed attempts to set Terra up (Zidane, Squall and Bartz were the ones I assumed he'd try her with) Jecht is at least observant of both sides feelings and figures what will and will not work. Hence why he makes that remark to Kuja in the above piece - he's supporting a romance not a manipulative attack.
